Welcome to my 19th FAQ based on the game Europa Universalis 3. Of course, as a
first time player to the game, I'm new to this and not as such, a veteran to
this. Anyway, this will cover everything from buildings to research to the
stats of each province. My FAQ experience should help overcome this though,
since I've covered games like Civ 4 and C&C. The amount of provinces there
are though, 1741. This is going to take a while.

Modifiers are the benefits or disadvantages that you suffer when you are under
some certain circumstances. In this instance, the difficulty modifiers effect
your gameplay overall, with easier levels cheaper to recruit units while on
harder levels, it would be harder, hence the difficulty.
